Gaji September, EPF & PCB: Kenapa 15 Oktober Adalah Tarikh Paling Kritikal Untuk Tunai Bisnes Anda

Anda baru habiskan minggu yang sibuk — Malaysia Day, jualan 9.9, stok masuk, pesanan keluar. Rasa lega sekejap.
Kenapa 15 Oktober Lebih Berat Dari Bulan Lain?
- Gaji September perlu dibayar paling lambat 7 hari selepas hujung tempoh gaji
- EPF, SOCSO, EIS & PCB September perlu diserahkan sebelum 15 Oktober
- Stok perayaan Q4 mula perlu dibeli (Deepavali, Krismas, Tahun Baru)
Berapa Sebenarnya Kos Caruman Berkanun Anda?
Ramai pemilik SME tahu peratusan, tapi tidak pernah kira jumlah sebenar yang perlu keluar setiap bulan. Mari kita buat kiraan ringkas:
Contoh: Pekerja dengan gaji RM3,500/bulan
| Caruman | Kadar | Jumlah |
|---|---|---|
| EPF (majikan) | 13% | RM455 |
| EPF (pekerja — potongan) | 11% | RM385 |
| SOCSO (majikan) | ~1.75% | ~RM61 |
| EIS (majikan) | 0.4% | ~RM14 |
| PCB | Bergantung pendapatan & pelepasan | Anggaran RM60–RM150 |
Penalti Jika Lewat
Lewat hantar caruman EPF: caj berdasarkan kadar dividen EPF + 1% setahun (dikira harian). Lewat SOCSO & EIS: faedah 6% setahun atas jumlah tertunggak.
Senarai Semak: Apa Yang Perlu Anda Buat Sebelum 15 Oktober
Minggu Ini (29 Sep – 5 Okt)
- Semak baki akaun semasa bisnes — adakah cukup untuk tutup gaji + caruman + keperluan operasi?
- Kira jumlah tepat EPF + SOCSO + EIS + PCB untuk bulan September
- Pastikan slip gaji September dah disediakan dan rekod betul sebelum proses bayaran
1–10 Oktober
- Bayar gaji September (wajib dalam masa 7 hari selepas hujung bulan gaji)
- Muat naik dan bayar EPF melalui portal i-Akaun Majikan (KWSP)
- Serahkan SOCSO & EIS melalui portal PERKESO Assist
- Serahkan PCB melalui e-PCB atau sistem gaji bersepadu
Sebelum 15 Oktober (MESTI SELESAI)
- Semua caruman berkanun September mesti masuk — bukan sekadar dimuat naik, tapi disahkan pembayaran
- Simpan resit / nombor rujukan setiap transaksi
Jangan Biar Tunai Q4 Terkunci Di Tempat Yang Salah
Cara Elak Masalah Ini:
- Asingkan akaun caruman berkanun — setiap kali gaji diproses, pindahkan jumlah caruman majikan ke akaun berasingan. Jangan campur dengan modal kerja.
- Kejar invois September sekarang — jangan tunggu Oktober baru nak hubungi pelanggan.
- Tangguh belian stok bukan-kritikal — beli stok perayaan secukupnya dahulu, tambah bila tunai dah masuk.
Tip Majikan: Buat Jadual Bayaran Berkanun
Langkah Pertama Hari Ini
Ambil masa 15 minit sekarang:
- Buka penyata akaun bisnes anda

You just survived a hectic week — Malaysia Day celebrations, 9.9 sales rush, stock arriving, orders going out. You take a breath. But there's one date that many SME owners miss in all the noise: October 15.
That's the statutory submission deadline for September contributions — EPF, SOCSO, EIS, and PCB — and it must be completed in the system. Miss it, and penalties start accumulating. The frustrating part? It rarely happens because employers don't know. It happens because the cash isn't there at the right time.
Why October 15 Hits Harder Than Any Other Month
October is where multiple financial obligations collide at once:
- September salaries must be paid within 7 days of the end of the wage period
- EPF, SOCSO, EIS & PCB for September must be submitted before October 15
- Q4 festive stock needs to be purchased (Deepavali, Christmas, New Year)
- Year-end bonus provisions need to be factored into cash planning
All of this lands in the same narrow window. If you haven't planned your cash flow from now — the end of September — you could enter October with an almost empty business account.
What Are Your Actual Statutory Costs?
Many SME owners know the percentages but have never calculated the real ringgit amount leaving their account every month. Let's break it down:
Example: One employee earning RM3,500/month
| Contribution | Rate | Amount |
|---|---|---|
| EPF (employer) | 13% | RM455 |
| EPF (employee — deducted) | 11% | RM385 |
| SOCSO (employer) | ~1.75% | ~RM61 |
| EIS (employer) | 0.4% | ~RM14 |
| PCB | Based on income & reliefs | Est. RM60–RM150 |
Employer-side contributions alone: roughly RM530 additional per employee — on top of the salary paid. With just 5 mid-range employees, that's nearly RM2,500–RM3,000 that needs to be in your account before October 15, separate from payroll itself.
Penalty if You're Late
Late EPF submission: charge based on EPF dividend rate + 1% per annum (calculated daily). Late SOCSO & EIS: 6% annual interest on outstanding amounts. Late PCB: penalties under the Income Tax Act. All of this is tracked and reportable automatically by LHDN and the respective agencies.
The Checklist: What You Need to Do Before October 15
This Week (29 Sep – 5 Oct)
- Check your business current account balance — is it enough to cover salaries + statutory contributions + operational needs?
- Calculate the exact EPF + SOCSO + EIS + PCB amounts for September
- Ensure September payslips are prepared and all records are accurate before processing payments
1–10 October
- Pay September salaries (must be within 7 days after the end of the wage period)
- Upload and pay EPF via the i-Akaun Employer (KWSP) portal
- Submit SOCSO & EIS via the PERKESO Assist portal
- Submit PCB via e-PCB or your integrated payroll system
Before October 15 (MUST BE DONE)
- All September statutory contributions must be in — not just uploaded, but payment confirmed
- Save receipts / reference numbers for every transaction
Don't Let Q4 Cash Get Stuck in the Wrong Place
The biggest issue SMEs face in October isn't "no money" — it's money existing but trapped in the wrong place:
- Stock purchased too early — capital locked in the warehouse
- Uncollected September invoices from clients
- No buffer set aside for statutory contributions in advance
How to Avoid This:
- Separate your statutory contribution account — every time payroll is processed, move the employer contribution amount to a separate account. Don't mix it with working capital.
- Chase September invoices now — don't wait until October to follow up with clients. An invoice sent today is far more likely to be paid before October 15.
- Delay non-critical stock purchases — buy enough festive stock to start, top up once cash comes in.
Employer Tip: Build a Simple Statutory Payment Schedule
Create a simple document — whether a spreadsheet or a note on your phone — listing each employee's EPF, SOCSO, EIS and PCB amounts every month. This helps you plan cash more accurately and eliminates the surprise when payment time arrives.
This Isn't Just Compliance — It's Your Employees' Right
Here's a perspective worth remembering: EPF and SOCSO contributions aren't just another tax. They are your employees' entitlements — their retirement savings and protection coverage. Delaying or missing contributions isn't just a penalty risk to your business; it directly affects the wellbeing of the people who keep your business running.
A healthy business isn't only about sales figures — it's about how responsibly you manage your obligations to the people who help you build it.
One Action to Take Today
Spend 15 minutes right now:
- Open your business bank statement
- Calculate the total statutory contributions for all employees for September
- Confirm your balance is sufficient — if not, identify where the cash will come from before October 15
The planning you do today saves you from penalties, stress, and damaged trust with your team next week.
